Shelby has a B.A. in Political Science and an International Degree from Oregon State University. With more than 20 years in corporate leadership roles, Shelby is leading the effort to move the UPWD towards a more sustainable and consistent water supply. She first joined UPWA Board as President in October 2021, and will continue as President of UPWD. Shelby moved to the community in the summer of 2020 with her husband John.
